CONDITIONS:

1 The development hereby permitted shall be begun before the expiration of 3 years from the date of this permission.

Reason: In accordance with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).

2 The development hereby permitted shall be carried out in accordance with the plans listed below under the heading "Plans Referred to in Consideration of this Application".

Reason: For the avoidance of doubt and in the interests of proper planning.

3 The development hereby permitted shall not commence until the installation of a system for the disposal of surface water on the site has been completed in accordance with the details which shall first have been submitted to and approved in writing by the Local Planning Authority. The details shall include the consent to discharge from South West Water and a programme for maintaining the system. The system shall be retained and maintained thereafter in accordance with the approved details.

Reason: To avoid flooding and in the interests of water quality in accordance with the aims and intentions of paragraphs 163 and 170 of the National Planning Policy Framework 2019.

4 The premises hereby permitted shall not be used other than as a coffee shop serving coffee and other hot and cold drinks, sandwiches and similar light refreshments, for consumption on or off the premises and for no other purpose (including any other purpose within Classes A1 or A3 of the Schedule to the Town and Country Planning (Use Classes) Order 1987 (as amended), or in any provision equivalent to that Class in any statutory instrument revoking or re-enacting that Order with or without modification).

Reason: To enable the Local Planning Authority to retain control over other uses that may impact on the vitality and viability of Hayle Town Centre and in accordance with policy 4 of the Cornwall Local Plan Strategic Policies 2010-2030.
