This application for this building is welcomed. This site has been on the Heritage at Risk register for some time. Whilst a residential use does not to retain the integrity and authenticity of the industrial use of the site, but it allows the restoration, occupation and maintenance of this iconic building which is supported.

However there are some issues of concern. The main issue being the design of the windows in terms material; timber or aluminium and style; casement or sash, and this requires further work for the Heritage Impact Assessment (HIA) and the Design and Access Statement (DAS) to inform the proposals. The building to accommodate a residential use would require a degree of intervention. In some parts, where for example there are no floors meeting building regulations for means of escape and acoustic requirement can be accommodate. But to provide adequate lighting for the proposed flats would require intervention of new windows on the north building, but the HIA should inform the design philosophy of the window arrangements and design.

The main concerns are the proposed standard windows for all the openings. The HIA on page 7 has a photograph of the west elevation are mainly 8 over 8 sash windows. The east elevation was three over six, with the top three bottomed hinged and the bottom six sash fixed. Therefore there is no justification for double casement windows. Therefore is considered that the proposed dark grey PPC aluminium casement windows would harm the authenticity and harm the architectural character of the listed building. This advice was given at the pre-application and it is requested that the windows are changed to sash windows.
Section 4.6 HIA fails to consider impact and minimising impact and the DAS fails to consider the design of the fenestration. It also fails to consider the legal requirements under section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990 and the requirements of part Q of the Building Regulations.
There is also the issue with the materials for the windows. The remains of the existing windows are timber. High quality windows with good quality hardwood and treatment including finishes to match the existing windows is the usual expectation. Therefore there is a requirement for a clear and convincing justification for not using timber. The photograph in section 2.7 in the HIA shows the west elevation whitewashed and the frames are dark colour finish. Therefore the colour could be considered. However the use of PPC aluminium has to be justified.
The link between the two main buildings is proposed to have horizontal modern casement and fixed windows are completely inappropriate: This was a vertical series of sash windows, with a few louvres. At the Tannery at Grampound the barns were converted with windows set behind louvres. Therefore this vertical link requires glazing divided by glazing bar following the historic pattern, so it suggested sash windows with toughen glass with timber louvres.
The proposed new windows openings in the north elevation were discussed in the pre-application advice and requested not to match the existing windows but to be of a different design to show that these were a new intervention. Therefore this part of the proposals should be reconsidered.
Energy efficiency should also have been an integral part of the design and please find attached the link to Improving Energy Efficiency in Historic Cornish Buildings guidance link. Concepts such as ventilation timber planked shutters should be considered. Cill levels internally vary and therefore a design philosophy is required how to detail where floors cut across the windows and where cills are below 800mm. Also self-cleaning glass should be explored.
The building does not have a slate roof currently but that was the original roof covering. This application is proposing Zinc standing seam roof finish. This is a contempory solution which has been used on adjacent buildings. The colour is appropriate and this would provide a quality finish without the cost of sourcing Cornish Slate given the scale of the renovation works including some structural repairs required to make this building habitable. However a viability statement to support this is requested.
It is preferred to have an uncluttered roof would be preferred so any rooflights and solar panels have to be clear and convincingly justified. The proposed roof lights is very domesticated and a more industrial look as shown on the photograph on page 7 in section 2.7 of the HIA is suggested.
The leat under the south east corner there maybe repairs to stabilise that corner of building. However given the nature of the site and the difficulty of accessibility due to health and safety, this could be conditioned. Exploratory work should be carried out and then a proposed method of repair submitted to the LPA.

The glass and stainless steel balconies are not appropriate and harms the architectural character of the listed building. A dark grey railing of some form would be more appropriate.
Layout and number of units cannot be fully access within more information on the existing floor plans. There is still some historic fabric internally; including floors, partitions and machinery in the buildng and this application has not considered this issue which again was raised in the re-application. The removal of every item would be considered harmful. Part of the HIA should have considered this issue and again a philosophy of how to reuse this fabric and machinery, rehouse or record, 'However, ' as stated by NPPFP 199; 'the ability to record evidence of our past should not be a factor in deciding whether such loss should be permitted'.

Historic England is delighted to support these proposals for the sustainable reuse of Loggan's Mill, a Grade II listed mill building that has been derelict for very many years. The current appearance of the building blights the eastern entrance to the town of Hayle, and its restoration is a significant heritage benefit which will conserve the building in a manner appropriate to its significance. We urge your council to approve these proposals, and use whatever planning tools are at your disposal to you to secure their delivery.
