HAYLE HARBOUR, ST IVES BAY

•    OUTLINE PLANNING PERMISSION (REF. W1/08-0613) FOR RETAIL, BUSINESS, RESIDENTIAL,
INDUSTRIAL STORAGE & DISTRIBUTION, HOTEL, CREATION OF MARINA & COMMERCIAL
HARBOUR & ASSOCIATED ACCESS WORKS

HAYLE HARBOUR

Hayle is well connected, close to the A30, the main train line and park and ride facilities. It also
has a unique landscape setting including the estuary, the ‘window on the Atlantic’ and quite
arguably the best beaches in Cornwall. It sits within an area of special ecological importance
that has the potential to be a strong element of the Hayle brand and also enhance the quality of
life of those who live there. The Wave Hub project together with the fishing industry means the
town has unique and sustainable resources to draw on in its regeneration. There is significant
demand and capacity for a range of residential, commercial and leisure uses on the site and the
potential to deliver a stunning scheme.

Cornwall Council have already invested significantly in the scheme by providing new
infrastructure including a new bridge, spine road, repair works to the historic harbour walls and
a new quayside walkway which was completed in 2013.

PLANNING & TECHNICAL

This is an exceptional opportunity to acquire a major development opportunity in Hayle, West
Cornwall. Being offered for sale in lots, the site benefits from a grant of outline planning consent
covering c. 36 acres of land and to include a scheme of up to c. 800 residential dwellings,
13,000sqm of retail floorspace, 18,500sqm of business floorspace, and 5,500sqm of leisure
floorspace. The entire scheme benefits from stunning views across the river estuary combined
with immediate access to the golden sandy beaches of St Ives Bay.

The site broadly divides into three separate areas – North Quay (c. 9 acres), Hill Top (c. 9 acres)
and Riviere Fields (c. 20 acres). Each of these are described in more detail overleaf.

METHOD OF SALE

Outline planning consent was issued in June 2010 (Ref. W1/08-0613) for the “Redevelopment
of harbour and land to the north and east to provide a mixed use development incorporating
retail space, business space, residential, general industrial, storage and distribution, creation
or marina and commercial harbour & associated access works.” Additional consents and S106
agreements have been issued since the grant of the above consent, relating to the site in part
or whole.

The land is offered for sale by private treaty. Offers are invited for individual parts of the site,
although consideration may be given to offers for the whole. Prospective purchasers are
encouraged to contact the agents to discuss their requirements.

A full technical pack including details of the planning papers, all permissions, S106 agreements,
utility information, topographic survey, ground report, etc is available from the agents on
request.

HAYLE

VIEWING

Hayle surrounds a beautiful estuary on the edge of St Ives Bay in West Cornwall, approximately
5 miles from the south-east of St Ives. The town of Hayle has a remarkable history and the
harbour has been at the centre of it. The town grew around what was originally a natural
estuary and became a major centre of industry and trade in the nineteenth century. Today it
has international significance as one of 10 designated areas within the Cornwall and West Devon
Mining Landscape World Heritage Site (WHS).

In the first instance please contact the agents to arrange access.

RIVIERE FIELDS
Extending to c. 20 acres (c. 8.1ha) Riviere Fields is an
elevated, gently sloping area of land on the hillside
overlooking Copperhouse Pool and the eastern side
of Hayle. Currently comprising a series of attractive
agricultural fields, the land is proposed in the outline
planning consent for residential housing (up to c. 300
units).
Access to the land will be via a new roadway to be
formed leading from North Quay, through Hilltop and
on to Riviere Fields.
The design and access statement accompanying
the outline planning consent sets out that “the
development should be arranged around a central
green and take advantage of stunning views. The
development would essentially be a quality residential
development built to link to pedestrian routes around
Copperhouse Pool. It should contrast with the Hilltop
development on the Towans, having a more urban
and robust character more akin to some of the more
attractive and established residential areas on other
slopes around Hayle”
The current owners of the site are currently in the
process of drawing an indicative site layout scheme
which they envisage to provide around 200 - 220
units. For further information on this scheme, please
contact the Agents.

HILLTOP
Comprising of c. 9 acres (3.64ha) of elevated land
situated above North Quay, this area of the site enjoys
spectacular views across the harbour, estuary, West
Cornwall Golf Club on the far side of the estuary and
landscape around Hayle.
The land rises from west to east and currently
comprises of vacant land and a modest commercial
building.
Access to Hilltop will be via a new roadway to be
formed leading from North Quay. The land is proposed
in the outline planning consent for residential housing
(up to c. 90 units) although the current owners of the
site are in the process of drawing an indicative site
layout for Hilltop comprising of a less dense scheme of
27 high quality detached dwellings.
The design and access statement accompanying the
above consent sets out that Hilltop should “connect
directly down to the waterfront via a series of steps
and decked areas, arranged to take advantage of the
spectacular views, and create a varied and intimate
environment. The Towans rise above the cliff top area,
and simple white buildings should sit within the dune
landscape enjoying the prospect over the estuary and
harbour; a place to live in an architecturally simple
coastal villa set within the dunes; one of the only places in
Cornwall to offer an opportunity to live in a contemporary
beach house set within a naturalistic landscape.”

NORTH QUAY
Providing a stunning waterfront location, North Quay
comprises approximately 9 acres of land either side
of the Quayside access road. The proposed mixed use
development of this land is set out within the outline
planning consent (Ref. W1/08-0613) to include:
• Up to 381 Residential units
• c. 2,613m2 of Retail space (A1-A5)
• c. 5,575m2 of Industrial space (B2 & B8)
• c. 7,755m2 of Office space (B1)
• c. 2,430m2 Hotel (C1)
• c. 1,055m2 of Leisure and non-residential institutions
(D1 &D2)
A detailed site layout scheme is currently being
considered by the site owners, which presently
comprises of 171 apartments, 15 wharfhouses and
58 townhouses along with commercial elements and
a Hotel with direct access on to the adjoining beach.
The design and access statement accompanying the
above consent sets out that North Quay should “have
more food and drink outlets than it does retail. It
should be the place to go in the afternoon and evening
to enjoy lunch or din¬ner and benefit from the great
south westerly aspect; the place to bathe in sunshine
in the early evening or watch the sunset over Carnsew
Pool. North Quay should be the living waterfront, a
place animated by boats and people enjoying the new
destination.”
